Yes the tree will eventually die. It will take years, but it will die. Especially if the wire goes all the way around. As the tree grows, the cambium layer (the layer that carries all the nutrients and water), grows outward. These are the rings you see when you cut down the tree. The tree will grow over the wire and it will disappear under the bark. But once the cambium layer is girdled, the tree dies. It will die suddenly, too. One day it will look healthy, the next it will be dead.
