Adding the hood louvers (vents) for TJ Wrangler?

I would add some lights in my hood because I do a lot Wranglers driving off the road and there are a lot of heat buildup under the hood. I wonder though, since I installed an air intake market accessories-with a big hole up for air to flow into .. Was it a good or bad idea to place a shutter directly on top of it? By First, I could see where to increase the cold air being taken into the engine. On the other hand I can see where they would risk getting water into the filter air when it rains. Is it better to just put the shutters off the air filter, or if you really benefit from having more cold air right at the opening of the entry air? Thank you!
